Paul de Bock was educated in Belgium studying mathematics and languages, including Latin. He has a master’s degree post master’s degree from IHEC St Louis University is business management He works in French, English, Dutch, Luxembourgish, Spanish, and German.

As Information Systems Analysis Manager of Bank UCL, Luxembourg, he controlled the redeployment of management responsibilities, working methods, data-processing, analysis of bank procedures, information and monetary flows, managing and coordinating IT, legal, logistic, organisational procedures, and security of a new financial product in Luxembourg ― ‘Banking notes’. He managed FINACA Sàrl in Luxembourg, regularly taking charge of Câmara de Comércio e Indústria Belgo-Luxemburguesa-Brasileira no Brasil (São Paulo, Rio de Janeiro, Curitiba).

As a Chamber of Commerce member, he favours trades between Brazil and the EU especially Luxembourg and Belgium creating and managing subsidiaries of Brazilian companies in partnership with a big trust company, supplying legal, fiscal, customs information, and establishment of contacts with potential partners.
